About the ICC

The International Certificate of Competence for Operators of Pleasure Craft (ICC) is issued through the offices of the ISA on behalf of the Irish Government.

The International Certificate for Operators of Pleasure Craft for users of pleasure craft was established under resolution No. 40 of the Working Party on Inland Water Transport for the United Nations Economic Commission for Europe.

The aim of the ICC is to provide boat owners and people wishing to charter boats abroad with an internationally recognised document certifying their competence to skipper a boat for recreational use.

  • Preparation of a powerboat for use

  • Low speed manoeuvring ahead and astern
  • Turn in a confined space
  • Holding off
  • Pick up a mooring
  • Man overboard

  • High speed manoeuvres
  • Anchoring


  • Ropework - Round Turn and Two Half Hitches, Bowline, Clove Hitch, Sheet Bend, Cleat Hitch, Coil a line
  • Basic engine fault-finding

2 hour written exam

  • Collision Regulations

  • Weather
  • Sound Signals
  • Day Shapes
  • Chartwork - Symbols, Compass corrections, Fixing position

*The assessment is pass/fail and participants must achieve a minimum mark in both the practical and written assessment to achieve competence. Participants presenting themselves should have the necessary practical experience including all theoretical background to that of a minimum of the National Powerboat Certificate syllabus. Your written exam is invigilated and no notes can be used or help provided during the exam.


The ICC with Atlantic Powerboating

The assessment takes place at our base at Kilrush Marina, Co.Clare located on the Shannon Estuary. It is a 150 berth marina with sheltered pontoons and a 24/7 self service lockgates which leads you out to the tidal Shannon Estuary. The practical assessment will take place on one of our training centre vessels and the written assessment will take place on shore at Kilrush Marina. The customer's own boat may be used provided it meets our training centre requirements (contact for more information). Please note that we can assess on power only including the coastal endorsement.

What we provide

  1. A planing RIB fuelled and suitably equipped
  2. A lifejacket/buoyancy aid
  3. Exam papers including chartlet and stationery
  4. Shoreside facilities including bathrooms/showers (Kilrush Marina Centre)

What you need to bring

  1. The knowledge to successfully complete the direct assessment
  2. Your powerboating gear suitable for powerboating in all conditions including suitable footwear (i.e. boots as the boat decks get wet)


The ICC Application

On successfully passing the written and practical assessment you will be issued with a form to apply for your ICC. This application is submitted to Irish Sailing with a fee payable by the participant to process and it typically takes up to 3 weeks to receive your ICC card from Irish Sailing in the post.
